God called Chester and Betsy in mid-life from careers in aerospace software engineering and mental health ministry to new careers as teachers and ministers in the Body of Christ. During their preparation time at Liberty Bible College,* God began both to heal them and to reveal the elements of Restoring the Foundations ministry (RTFM). They started to ministry, teach, and train other couples to function as Restoring the Foundations Ministry Teams to help bring freedom and healing to church members.

Since 1990, when they entered full-time ministry, God has continued to expand their vision. In addition to being RTF ministers themselves, they have established RTF ministry programs within churches, conducted Restoring the Foundations Healing/Deliverance Seminars, Restoring the Foundations Activation Seminars, and Training seminars throughout the USA (and several overseas), and trained ministry teams. They have been training and overseeing others at RTF ministers and trainers within the local church and the Healing House Network. They founded and oversee the CI/PHW Healing House, where many leaders and potential leaders in the Body of Christ have been coming for an intense one week ministry.

They founded Proclaiming His Word Ministries in 1992. God had said that others would be joining them, and that they were to prepare a covering organization for them. This did occur, as over the years a number of top-quality RTF ministry teams joined PHW and ministered within the CI/PHW Healing House and throughout the nation. By the year 2000, over 16 trained RTF ministers and trainers, as well as office staff, were working with Proclaiming His Word Ministries.

In January, 2001, they launched the Healing House Network as a covering membership organization for the many qualified RTF Ministry Teams ministering at the Healing House level of professionalism. This network is providing quality training and oversight, as well as functioning as a nationwide and international referral center.

In July, 2004, a new phase of ministry started as they founded the Restoring the Foundations International Training Center located in Hendersonville, NC.  They along with several other HHN teams have moved to NC.  The RTF International Training Center will enable the Lord to accelerate the release of RTF trained ministry teams for service in the local church as well as to the Body of Christ.

The first public Restoring the Foundations Healing/Deliverance Seminar in RTFM was held March 1994. The manual Restoring the Foundations was written so that the attendees could return home with a complete explanation of God's promises for healing and deliverance, and the conditions that we must meet in order to appropriate the promises.  Since then, many other Restoring the Foundations Resources have been created to facilitate the training of ministers, and to help each one of us to appropriate God's healing and deliverance.  For example, the Issue-Focused Ministry publications used in training cell and small group leaders to minister a one evening format have been translated into over ten languages and are being used in several parts of the world.  In 2004, a new book, An Integrated Approach to Biblical Healing Ministry, was released by Sovereign World Publishers (UK) to further spread the word about how to receive God's healing and deliverance.

* Chester has degrees in Mechanical (BS) and Nuclear Engineering (MS, PhD), Betsy in Minister Education (MA, EdS). They both earned their Masters Degrees in Theology at Liberty Bible College, Pensacola, FL.
